| 内容記述 | 日本の行政機関等における公文書の管理は、歴史的に見て、国の政治制度と密接に関わりながら変遷して来た。1885年、太政官制度から内閣制度への移行という政府機構の大きな変革があった。この時、内閣と各省に記録局が設置される。行政に合理性と効率化が求められる中で、この記録局は、従来の業務を引き継ぎながら、記録の編纂保存について新たな方法を築いて行った。本稿では、内閣に設置された内閣記録局を中心に、政治制度の変革期における記録局の位置付けや業務に視点をあて、新たな内閣制度の中で、この記録局が何を目指そうとしたのか、そして、その活動の結果として現在に何が残されたのかについて考察する。 | |||||

| 内容記述 | The records management of government agencies in Japan has,historically,had a close relationship with the political system of the era.There was a significant reform in government organization,when the cabinet system moved from the Dajyokan（Ancient Cabinet）system to the modern cabinet system in 1885;Kirokukyoku（Record Bureaus）were founded both in the cabinet and in each department of the cabinet.After the reform,in situations where the government and administration were required to be practical and efficient these Kirokukyoku created and established new methods for compiling and preserving official records based on former records management tradition.This paper will study what the Kirokukyoku aimed to accomplish under the new cabinet system,and what has been handed down to the present as a result of their work.It will focus on Naikaku Kirokukyoku（Cabinet Record Bureau）and discuss the roles that the Kirokukyoku have played in the reform of political institutions. | |||||
