It is important that their activities are opened to the public and their records are also expected to be accessible to the public from the creation stage. Residents live within the municipalities, owe taxes, and have the right to administrative services. Municipalities have the characteristic of administrative organizations. Therefore, they maintain large populations of stakeholders. 　It is difficult for municipalities with such a characteristic to take a generalized approach toward and perspective on the issue in archival science. Hence, the archival study of municipalities is based on archival science and is going through an expansion phase in which an individual area within a community is being created. It means that aspect of application of archival science be tested.
