We examine the background of its establishment and its relevance to the document management system of Japan National Railways, a public corporation that was separated from the Ministry of Transport.\n　The rules for document management were created immediately after the Ministry of Transport was officially positioned as a centralgovernment agency with the promulgation of the“ National Administrative OrganizationLaw\" in 1948. At the time of the establishment of the Ministry of Transport, these rules were only partially known. Through our research, we were able to confirm the existence of these rules.\n　Our study concludes that the rules focused on the processing of documents for decision-making, such as receipts and document receipts, planning, examination, and execution, and were more suitable to the actual situation of the organization than conventional document management rules.
