| 内容記述 | 本稿は「運輸省文書取扱規程」（昭和25年4 月1 日達第18号）について、その概要を紹介し、制定の経緯並びに運輸省から分離した公共企業体である日本国有鉄道での文書管理システムとの関連性について検証するものである。 運輸省の発足時の文書管理のルールは一部しか明らかになっておらず、今回の調査で1948年の「国家行政組織法」公布に伴い、運輸省が正式に中央官庁に位置付けられた直後の文書管理のルールである本規程の存在が確認できた。 当該規程は文書の接受、立案、審査、執行といった意思決定のための文書の処理に重点が置かれた規程となっており、従来の文書管理のルールよりも組織の実情に適したものとなっている一方、同時代の日本国有鉄道の文書管理システムと比較すると、両者の文書管理は大きく異なったものであると結論付けられる。 |

| 内容記述 | In this study, we present an overview of the “Rules for Handling Documents of the Ministry of Transport”. We examine the background of its establishment and its relevance to the document management system of Japan National Railways, a public corporation that was separated from the Ministry of Transport. The rules for document management were created immediately after the Ministry of Transport was officially positioned as a centralgovernment agency with the promulgation of the“ National Administrative OrganizationLaw" in 1948. At the time of the establishment of the Ministry of Transport, these rules were only partially known. Through our research, we were able to confirm the existence of these rules. Our study concludes that the rules focused on the processing of documents for decision-making, such as receipts and document receipts, planning, examination, and execution, and were more suitable to the actual situation of the organization than conventional document management rules. The system, however, was significantly different from the document management system of the Japanese National Railways of the same period. |
