The contents of this article are as follows. La section 1 examines the theory of the formation by Henri WALLON and the theory of the public by Pierre BOURDIEU, who are the concepts of the base of this article. La section 2 examines the theory of the public oh the rights of children by Teruhisa HORIO, the theory of the learning community by Manabu SATO and the theory of the citizenship education by Shigeo KODAMA, who represent the sciences of postwar education. The section 3 examines the movements of development and learning about Japan National Coalition Group of NGOs and Citizens for Preparing the Alternative Report on the Convention on the Rights of the Child, Association to Think together about Educational Reform in Japan and Article 9 Society for Global Peace Charter, who concrete the public of the formation.
