　rate　there　was　recorded　at　9．8％for　the　year　1992，0r　2． 6million　workers，1．7　million　of　which　had　high　school　diplomas　or higher．　This　article　aims　to　cl．arify　the　preSent　state　and　recent　trends in　educational　reform　to　deal　with　the　problem　of　unemployment． 　　Through　his　analysis　the　author丘nds　that　problems　faced　by　the Republic　of　the　Philippines　can　be　found　in　other　Asian　countries　as well．　The　one　million　high　school　and　700，000　college　graduates　among the　unemployed　tells　us　that　the　work　force　in　the　Philippines　is comparatively　well　educated，　but　low　rates　of　employment　persist． 　　The　reasons　for　unemployment　among　school　dropouts　is　a　lack　of interest　in　looking　for　jobs　and　the　high　cost　of　secondary　education， while　the　main　reason　for　pursuing　higher　education　is　to　find　a　good job．　It　is　here　in　trying　to．　change　these　trends　that　the　government
