Under the Northern Wei, an official tended to avoid actual punishment through his office and title as long as the crime committed was not a violation of ritual regulations. In this case, the use of title rather than office actually resulted in a greater loss; the difference under the Northern Wei is particularly evident. Yet guandang did not appear under the Wei, Jin, or any of the Southern dynasties until the Chen dynasty, and the reduced punishment or impunity through title does not appear with any consistency. An examination of later periods shows that only office could be used under the Sui, while guandang developed under the Tang as a means of preventing a decline in social status.The background to the emergence of guandang under the Northern Wei lay in an awareness of symmetry in a number of institutional arrangements. Moreover, since guandang was intended to prevent a decline in the status of the elite, the development of the bureaucracy under the Southern dynasties possibly influenced guandang under the Tang.
