| 内容記述 | The irrigation canal called Zheng－guo－qu which was built in the Qin dynasty era， used to be a fine forest swamp called Jiao－ze－sou ill Zhou era． Zhou monarchy dug the drainage ditch at the lowland moor in Guan－zhong basin plain， and developed cropped location， then the local climate turned dry， but the Jiao－ze forest still remained， so there was a value for non－settled and non－agricultural people called Xian－yun to occupy Jiao－ze forest． In the eighth century B． C．， Qin people came to power in Guan－zhong． They began the deforestation with iron axes to disperse the nonagricultural people， and to develop the cultivated field． Qin people secured the forest as the supplier of material in the western part of Guan－zhong， so Jiao－ze forest， in the eastern part， was not preserved and at last destroyed． Thus， it turned alkaline land， which was needed to irrigate for the utilization as the cropping field． Therefore， K． A． Wittfogel’s theory arguing that the irrigation system prepared the basic requirements of the despotic power in ancient China， had a serious influence on a great deal of arguments over the despotism in Japan， but it is completely misapprehension． Enclosure of forest swamp by lords of Warring States， driving out or assimilating with the non－agricultural people， had not only brought its economical significance， but had led to the foundation of the new type of power to dominate peoples from divergent background of life． | |||||
