March　1999），this　present　paper　first　examines　the　background　of　the view　of　the　sovereign　autocracy　that　has　emerged　and　dominated　the Chinese　historiography　since　the　beginning　of　the　20th　century，　thus tries　to　explain　the　process　and　method　of　the　author’s　study　of　the imperial　sovereignty．　The　author　thinks　that　the　imperial　sovereignty at　the　top　of　the　centralised　state　machinery　has　two　aspects，　an aspect　of　public　and　a　private　aspect．　But　these　two　are　essentially two　different　aspects　of　one　state　power　system．　The　image　of　an emperor　created　by　the　political　ideals　of　the　literati　and　officialdom inevitably　restricted　the　imperial　sovereignty，　thus　forcing　it　to become　a　symboL 　　The　imperial　sovereignty　in　China，　as　its　polity　became　mature， went　through　a　process　from　an　absolute　power　to　a　symbol　of absolute　authority． 　　Lastly　the　author　speculates　based　on　his　study　that　China　might have　become　a　constitutional　monarchy　if　not　so　many　unexpected
