A succession of Japanese teachers came to this province. One of them, Morimoto Seizo(森本清蔵),was a prominent figure・having served as the Inspector of Education(文部省視学官)before being invited to China・  Chao apPointed Morimoto as an advisor to the Education Department(学務処顧問)and head teacher at the higher normal school(奉天師範学堂総教習).In cooperation with Morimoto,  Zhang strove to create a policy for educational modernization and developed the basic concept for the educational system in Fengtian province. They also compiled primary and normal school curricula, based on Japanese models.
