内容記述 | Kazushige Ugaki, the 6th Governor-General of Korea, was born in 1868 and died in 1956 at the age of 87. Since 1924, he had done duty as the War Minister of five administrations for 5years. Being called the founder of“Showa Military Clique”, Ugaki played an important role in Japanese modern history, and it is also significant in Korean history that he reorganized and strengthened control over Korea in order to adapt it to war structure when the M anchurian Incident broke out. Iwill argue the attitude of Japanese people toward the colony in this essay, considering how Ugaki estimeted himself as the Governer-General and his own policy when he saw the independence of Korea. After World War II, Ugaki said without scruple that he was“a peace-loving, democratic local governor”as well as the Governor-General, who“always cared public peace and happiness”of Korean people in an advanced spirit of the peace constitution. Then, what sort of a governor was he acutually?Iwill examine it concretely from aspects of“domestic stability of Korea”,“theory of power”and‘‘promotion of agriculture”which were all his chief thought and policy. I will als5 prove that Ugaki carried out his policy for the purpose of constructing a colony which was faithful to its home country, Japan, no matter how the situation changed in the 15 year-long war. Why could Ugaki declare that he“always cared public peace and happiness of Korean people”still after the warP For him, those words were not lie. A great problem rather exists in this affirmation of his own belief. He didn’t deny his consistent ruling over Korea from“the point of view of the Japanese Empire”. But a problem arises from the fact that Ugaki believed firmly“the point of view of the Japanese Ernpire”accorded with“public peace and happiness of Korean people”. He never thought those two ideas might contradict each other. It is only natural for Ugaki that he wondered, saying“it’s incomprehensive”, why Korean people didn’t feel hornored to be a member of the same race as Japanese. But I must admit to saying that his thought is awfully dogmatic. We can recognize in Ugaki’s dogmatism the typical thought of Japanese who shirked its responsibility of compensation for the colony after World War II. | |||||
