He went to China and Thailand. He met Chinese politicians and Siam prince to ask for help to the Vietnamese independent movement. However, there were no results. In September of 1913, He went to Germany because Germany was a rival for France. At the same time, he tried to persuade French government to fulfil the reform in colonialized Indochina. He wrote a letter to Phan Chau Trinh, an ex-leader of Duy Tân movement, who was living in Paris, to ask him to introduce French high officails. However, when Trinh recieved the letter from the secretary of Cu' ò'ng Để, he brought it to the Ministery of Colony. French government began to investigate Trinh and concluded that Trinh reieved money to rebel against Frence through Cu' ò'ng Để. Trinh was arrested in September of 1914 and was jailed in Prison Santè. However, in fact, Cu' ò'ng Để could not recieve any help from German government. He stayed in Germany only two months and moved to England. In April of 1914, he gave up his activity in Europe and came back to China and then to Japan again in 1915.
